2023 Open Enrollment Period

There's still likely up to perhaps ~25,000 or so Qualified Health Plan (QHP) enrollments to be added to the 2024 Open Enrollment Period (OEP) tally from the states which haven't reported their final, post-1/16 enrollments (in fact, CA & NY technically haven't ended theirs yet, but I decided to throw this together today for the hell of it.

The table below charts the first eleven years of ACA Open Enrollment Periods, broken out by state. I've also included Basic Health Plan (BHP) enrollment in Minnesota & New York, the only states where BHP programs have been implemented to date (Oregon is scheduled to launch theirs this summer, I believe).

No further analysis or comment here; I just think this is a pretty cool graphic which demonstrates visually how the ACA has grown over time to become firmly embedded into the U.S. healthcare landscape. New Opportunity To Enroll Through MNsure for Minnesotans With Unaffordable Job-Based Family Health Insurance

  • Special enrollment period open through October 31, 2023

ST. PAUL, Minn.—MNsure, Minnesota’s health insurance marketplace, is offering a special enrollment period (SEP) for Minnesotans who are currently enrolled in unaffordable family insurance through an employer with a renewal date other than January 1.

Under a new IRS rule, related household members who are covered by a family member’s employer-sponsored health insurance may be newly eligible to receive advanced premium tax credits through MNsure that lower the cost of private health plans. As a result, some eligible household members may be able to find a better deal on health insurance by shopping for a private plan through MNsure and saving on monthly premiums with a tax credit.

(April 20, 2023) – NY State of Health, the state’s official health plan Marketplace, today released the 2023 Health Insurance Coverage Update, a detailed summary of NY State of Health enrollment, including demographics, quality measures, and the cost savings realized by millions of New Yorkers who have comprehensive health insurance through the Marketplace.  As of January 31, 2023, NY State of Health enrollment is nearly 6.9 million, or more than one in three New Yorkers across the state.

SACRAMENTO, Calif. — Covered California announced that 263,320 people had newly selected a health plan for 2023, continuing a trend of steady growth in recent years. The total is more than 14,000 higher than 2021’s total, and 8,000 higher than last year’s figure. In addition, more than 1.4 million Californians renewed their health insurance for 2023, bringing Covered California’s overall enrollment to 1.74 million.

“Covered California is woven into the fabric of our health care system, providing quality coverage in every corner of the state and protecting more than 1.7 million Californians,” said Jessica Altman, executive director of Covered California. “The strength in these numbers is driven by the Inflation Reduction Act, which provides increased and expanded financial help, bringing the cost of coverage within reach for millions of Californians who need health insurance.”

HealthSource RI Concludes Open Enrollment Period

  • 4,318 Rhode Islanders are newly insured, supporting state’s outstanding insured rate of 97%  

PROVIDENCE – HealthSource RI (HSRI) announces that its annual Open Enrollment period has concluded as of January 31, with 4,318 Rhode Island residents newly enrolled in the affordable qualified health plans available through the state marketplace. An additional 24,343 individuals, or 83% of last year’s customers, renewed their coverage during the same period starting November 1.

That's 28,661 QHP selections total, down 11.4% from the 2022 Open Enrollment Period.

“We’re encouraged that each year more Rhode Islanders are taking advantage of the quality, affordable coverage options available to them through HealthSource RI,” said Governor Dan McKee. “Rhode Island continues to be a national leader in health coverage and HSRI is an instrumental piece of the effort to maintain our extraordinarily high rate of insurance coverage.”

ICYMI: Governor Murphy and Commissioner Caride Announce Record-Breaking 341K People Signed Up for Health Insurance During Open Enrollment Period 

  • Nearly 40% Increase in Sign-Ups Since the Murphy Administration Assumed Operation of the Health Insurance Exchange 
  • Residents with a Qualifying Life Event or Who Meet Certain Income Levels Still Have Options to Get Covered 

TRENTON – Governor Phil Murphy and Department of Banking and Insurance Commissioner Marlene Caride today announced that more than 341,000 New Jerseyans signed up for health coverage through Get Covered New Jersey during the Affordable Care Act Open Enrollment Period – a record high in New Jersey.

Holy Toledo. I've written about Health Sherpa's stunning ACA enrollment growth several times in the past, but this latest one is a true jaw-dropper:

In its strongest season yet, HealthSherpa has enrolled more than 5 million people in Plan Year 2023 coverage and enrolled HALF of all new Affordable Care Act enrollees in Federally Facilitated Marketplace (FFM) states during Open Enrollment. HealthSherpa now accounts for 35% of all FFM enrollments and volume grew more than 50% year over year, far outpacing the FFM as a whole which grew only 13% (1).

A classic tax-season scam is back with a new twist. Clients in New Mexico have reported receiving calls from scammers posing as beWellnm representatives, trying to obtain private and secure information.

BeWellnm, New Mexico’s health insurance exchange, will never call and ask a customer to text or email your bank information, credit card or social security number.

“Customers who received insurance through the exchange will need a 1095-A form – Health Insurance Marketplace Statement – for their taxes. Scammers know this and think they can take advantage, but we are here to protect consumers and offer them free help with their 1095-A form,” said Bruce Gilbert, Chief Executive Officer of beWellnm.

BeWellnm will be providing customers who obtained insurance through the exchange at any point last year with their 1095-A form. You should expect to see if in the mail in the coming weeks. This form is very important and will be filed with your federal taxes to complete Form 8962: Premium Tax Credit.
