Carson City, Nev. – While most of the country prepares to conclude their open enrollment periods s this week on Dec. 15, Nevadans have an additional 30 days to enroll in health insurance coverage for 2021. Now through Jan. 15, 2021, Nevada Health Link, the online health insurance marketplace operated by the Silver State Health Insurance Exchange (Exchange), remains open and available for Nevadans to purchase comprehensive, Affordable Care Act (ACA) compliant health plans for 2021. As a State Based Exchange (SBE), Nevada Health Link makes its own decisions and is autonomous from the federal marketplace – HealthCare.gov – therefore allowing for an extended Open Enrollment Period (OEP), which is one of the many advantages to operating as a SBE.

Nevada Health Link, the online health insurance marketplace operated by the Silver State Health Insurance Exchange (Exchange), reminds Nevadans that Open Enrollment for a comprehensive, Affordable Care Act (ACA) compliant health plan for 2021 ends on Jan. 15, 2021. All plans offered through the Exchange cover the ten essential health benefits including pre-existing conditions and all COVID-19-related diagnosis and treatment. Consumers should know they must enroll in a plan by Dec. 31, 2020 to have health coverage effective Jan. 1, 2021. Anyone who enrolls between Jan. 1 and Jan. 15 will have coverage effective Feb. 1, 2021.
Nevada Health Link connects consumers to VSP Individual Vision Plans, in time for Open Enrollment 2021
Carson City, Nev. – The Silver State Health Insurance Exchange (Exchange), the state agency that connects Nevadans to Qualified Health Plans (QHPs) through the online State Based Exchange (SBE), known as Nevada Health Link, announces a partnership with VSP® Individual Vision Plans, an offering of VSP Vision Care, the only national not-for-profit vision benefits company.
The Open Enrollment Period for 2021 insurance plans runs from Nov. 1, 2020 through Jan. 15, 2021. Health plans offered through Nevada Health Link are ideal for Nevadans who don’t qualify for Medicare or Medicaid but still need financial assistance; those who don’t have employee-sponsored health insurance, including independent contractors and gig workers; and anyone seeking comprehensive, quality and affordable plans.
In August, the Nevada Insurance Dept. issued their preliminary 2021 rate filings for the individual and small group markets. Unfortunately, while the filing summaries were easy to find, the actual enrollment numbers weren't. As a result, I only had the department's press release to go on for the weighted overall average on the individual market, and I had to go with an unweighted average for the small group market.
Fortunately, now that the NV Insurance Dept. has issued the approved 2021 rates, they've also added more detailed summaries for both markets, meaning I have effectuated enrollments for every carrier. This allows me to run a proper weighted average rate change across both:
As I noted last year, the Nevada Insurance Dept. website is both helpful and frustrating when it comes to tracking down the type of data that I need. On the one hand they make it very easy to view the individual & small group market rate filing summaries: Carrier names, markets, sumission dates, status, effective dates and most importantly, the proposed and approved average rate changes are all easily found.
On the other hand, they don't actually link to the filing memos or URRT forms, which means I can't find the actual effectuated enrollment numbers for each carrier, the impact of COVID-19 on each carrier's request or other noteworthy info about the filings. Oddly, they do include the SERFF tracking numbers...except that plugging those into the SERFF database still doesn't bring anything up, which kind of defeats the point.
Fortunately, the NV DOI does provide the weighted average of the entire market and COVID-19 impact elsewhere. I've also been able to piece together the total market enrollment (both on & off-exchange) using some other public data.

The program is designed to help close the uninsured gap in Nevada by helping those on the frontline to more effectively market to uninsured and underinsured populations.
Silver State Health Insurance Exchange enrolls 5,479 during Exceptional Circumstance Special Enrollment Period in Response to COVID-19
Carson City, Nev. – The Silver State Health Insurance Exchange (Exchange), Nevada’s state agency that helps individuals secure budget-appropriate health coverage through the online marketplace and State Based Exchange (SBE) platform, Nevada Health Link, enrolled 6,017 Nevadans during its limited-time Exceptional Circumstance Special Enrollment Period (SEP), March 17 – May 15, including 5,479 new consumer enrollments related to the Exceptional Circumstance Special Enrollment Period, and 538 enrollments due to loss of Minimum Essential Coverage (MEC).
In response to Governor Sisolak’s March 12 Emergency Declaration, the SEP was opened to allow qualified Nevadans who missed OEP to secure health care coverage. Consumers who enrolled on or before April 30 received coverage effective May 1, and consumers who enrolled between May 1 and 15 will have coverage effective June 1, 2020.

The SEP, originally introduced in response to Governor Sisolak’s March 12th Emergency Declaration, runs through May 15. Consumers who enroll by May 15 will have coverage effective June 1, 2020.
