TRENTON — Governor Phil Murphy and New Jersey Department of Banking and Insurance Commissioner Marlene Caride announced today that consumers shopping for 2023 health coverage can start purchasing plans beginning November 1, 2022, when Open Enrollment begins at the state’s Official Health Insurance Marketplace, Get Covered New Jersey. Consumers will benefit from historic levels of financial help that remain available for the upcoming year and more plan options with the addition of a new insurance company offering plans on the marketplace.
NJ Department of Banking and Insurance Announces Expanded Health Insurance Options in 2023, Historic Levels of Financial Help Remain Available at Get Covered New Jersey
TRENTON — The New Jersey Department of Banking and Insurance today announced that consumers shopping for 2023 health coverage this fall at Get Covered New Jersey, the state’s official health insurance marketplace, will continue to benefit from historic levels of federal and state financial help. Consumers will also have more choice with Aetna now offering plans on the marketplace, increasing the overall number of carriers for the second consecutive year.
“Since launching our own health insurance marketplace, the Murphy Administration has been committed to increasing access to quality, affordable health coverage through Get Covered New Jersey,” said Commissioner Marlene Caride. “For the upcoming year, we have expanded the number of carriers offering plans through Get Covered New Jersey to five, up from three in 2020, and will continue to provide record levels of financial help to lower premiums.”
TRENTON —The New Jersey Department of Banking and Insurance today announced that it has determined that Horizon Blue Cross Blue Shield of New Jersey’s application to reorganize its corporate structure as a nonprofit mutual holding company is complete. The application is available at: nj.gov/hschearings/ along with information on how to register to attend upcoming public hearings.
The department will hold three public hearings on the plan to form a mutual holding company as required by statute (P.L. 2020 c. 145).
“As part of the public hearing process, Horizon Blue Cross Blue Shield of New Jersey will present an overview of their plan to reorganize as a mutual holding company,” said Commissioner Marlene Caride. “The public will have multiple opportunities to share comments on the application and plan through one in-person hearing, two virtual sessions as well as the submission of written comments.”

TRENTON — The New Jersey Department of Banking and Insurance today announced it is accepting applications for community organizations to serve as Navigators to assist residents with health insurance enrollment for the upcoming Open Enrollment Period and during 2023. The department is making available a total of $5 million in grant funding for Navigators in an effort to ensure enrollment assistance is available in the community for residents seeking coverage through Get Covered New Jersey, the state’s official health insurance marketplace, during the Open Enrollment Period that starts November 1, 2022 and throughout the year.

TRENTON — Building on the Murphy Administration’s efforts to expand access to affordable health coverage, Governor Murphy signed legislation (A-674/S-1646) on June 30 creating the New Jersey Easy Enrollment Health Insurance Program to make it easier for residents to obtain health insurance through Get Covered New Jersey, the State's official health insurance marketplace.
“New Jersey has made great strides in ensuring more residents have access to affordable health insurance. TRENTON —The New Jersey Department of Banking and Insurance today announced that it is accepting public comment on access to comprehensive reproductive care, coverage of reproductive services and related health impacts.
The department is collecting public comment as part of the implementation of the historic Freedom of Reproductive Choice Act recently signed by Governor Phil Murphy, which codifies the constitutional right to freedom of reproductive choice in New Jersey.
“In signing the Freedom of Reproductive Choice Act, Governor Murphy protected a woman’s right to make medical decisions about her reproductive health,” said Commissioner Marlene Caride. “The department is looking forward to hearing from the public as we examine the impact of insurance coverage on the availability of comprehensive reproductive care services.”

New Jersey Residents at Certain Incomes Can Now Enroll Year-Round In Free or Nearly Free Coverage

TRENTON – Governor Phil Murphy and Department of Banking and Insurance Commissioner Marlene Caride today announced more than 324,000 New Jerseyans signed up for health coverage through Get Covered New Jersey during the Affordable Care Act Open Enrollment Period – an increase of 20 percent compared to last year – and a record high in New Jersey, as residents benefited from increased affordability from expanded federal and state financial help.
I've spent the past few days documenting the explosion of states implementing Tax Time Special Enrollment Periods. These are new policies, pioneered by Maryland a couple of years ago, which allow uninsured residents to simply check off a new box on their state tax returns which gives permission to the state treasury department and/or ACA exchange to determine whether the tax filer is eligible for free or low-cost healthcare coverage.
If the state determines that the filers/their families are indeed eligible for either Medicaid, CHIP, or a fully-subsidized ACA exchange policy, the new program then allows state agencies to contact the tax filer to let them know they're eligible and to either enroll them automatically or work with them to get them enrolled.
Health Insurance Sign-Ups Reach Record High at Get Covered New Jersey as Open Enrollment Deadline Nears
Total signups of over 300k are highest ever in NJ since the start of ACA marketplaces in 2014
TRENTON – Department of Banking and Insurance Commissioner Marlene Caride today announced that more than 300 thousand New Jersey residents have signed up for health insurance at Get Covered New Jersey (GetCovered.NJ.gov) so far during the Open Enrollment Period—an increase of 21 percent compared to last year. The number of residents signed up for coverage is a record high for New Jersey, with more consumers signed up for marketplace coverage than during any prior Open Enrollment Period since passage of the Affordable Care Act.
