Michigan: ACA Medicaid expansion finally maxed out? Back down to 497K

For the past month or so I've repeatedly noted that Michigan's ACA Medicaid Expansion program (Healthy Michigan) enrollment has exceeded the estimates given as to how many Michiganders are actually eligible for the program (between 477K - 500K depending on the source).

With today's update (also the first of the new year), it looks like the number has finally bumped up against the "ceiling" and is now receding a bit:

This may be a case of some bad entries being corrected (double-entries, clerical typos, etc), it may be a case of a few cases of fraud being quashed, or...dare I say it...it's possible that the reason for the drop of around 10,000 from last week is due to some enrollees seeing their financial situation improve to the point that they don't qualify anymore. Note: If so, this is a good thing.
